I have the honour to request your approval of the grant of an area of 3,000 sq. ft. of land at Arran Street, Kowloon, to the Rotary Club of Kowloon for the purpose of erecting a free Trachoma Clinic on the following terms :-

1) Private treaty grant.
2) Lease for 75 years (not renewable). 3) Nominal premium.
4) Nominal Crown Rent.
5) Building covenant of $60,000 in 12 months.
Restriction to use as a free Trachoma Clinic. Restriction against alienation except with the consent of Government.
(8) Grant to be in the name of Trustees duly appointed
by the Club.
(9) Reversion to the Crown without compensation for
any breach of the conditions of the grant.
The Club is already running a free clinic but the temporary premises in which it is situated are unsatisfactory. The plans for the new clinic are well laid out and it should prove a valuable addition to the medical facilities of the Colony. Most of the money required to fulfil the building covenant has already been raised by voluntary subscriptions and the clinic will be financed by the same means.
I am satisfied that your approval of the proposed grant may properly be given. Executive Council has agreed.
